The Town Council votes 7-0 to request DEM to cease any further dumping of soil at the former town landfill. The land is owned by the private company, AP Enterprises.
The Portsmouth Town Council sent a formal order to the state Department of Environmental Management (DEM) Monday night: stop AP Enterprises from dumping any more soil at the former town landfill until questions are answered. The council voted 7-0 to have DEM stop AP Enterprises, a private company which owns the land in question, from conducting any further dumping at the site. The audience stood and applauded this action by the council. It was presentation night Monday at Town Hall with slideshows on both the town's audit report and school department budget.

Jim Wilkinson of the Providence-based firm Braver presented a summary on the 2010 financial statements for the town, which was produced after a single audit. Expenditures were $687,069 below appropriated amounts, according to Wilkinson. Following a presentation on pensions, Town Council President Joe Robicheau made a surprise motion and presented an entire plan to reshape the town's pension system. The Portsmouth Town Council discussed setting time limits on meetings and the Open Meetings Act at Monday's gathering at Town Hall.
The Portsmouth Town Council meeting on Monday began with a wait. Before the meeting started, a motion to enter executive session was deadlocked in a 3-3 vote with Judi Staven, Liz Pedro and Paul Kesson opposed. Following the deadlock, the council waited until the public session began at 7 p.m. Transfer Station Town Administrator Robert Driscoll gave the council an update on closing the transfer station Enterprise Fund budget gap of $90,000. Driscoll said he would increase sticker enforcement and encourage residents to recycle. "We will work with the community to improve the recycling rate," Driscoll said. Local residents voice their opinion of the newly sworn-in Town Council Tuesday.
On Monday evening, a new Town Council was sworn into office. The new council includes a majority of new members with only two incumbents elected. A Republican majority also now comprises the seven-member board. On Tuesday, we visited Reidy's Family Restaurant on East Main Road to find out what local residents think about this new council. While most said they did not follow local politics, they did seem to enjoy Reidy's french fries and clam chowder.
