TELL US: Should Level 1 Sex Offender Information Be Public?

A Wakefield man and tutor who faces numerous child sex charges was a Level 1 sex offender.

In Massachusetts, news spread quickly about the indictment of a Wakefield couple for numerous charges stemming from an illegal day care operation where graphic child sexual abuse occurred. The Middlesex County District Attorney's office alleges that at least 13 children were abused while under the care of John Burbine, 49, at the Waterfall Education Center, which offered tutoring and day care. Burbine was a level 1 sex offender, which means he had been convicted of a sex-related crime but was deemed least likely to re-offend. Sex offenders are classified according to the degree of dangerousness they pose to the public and their likelihood to re-offend. All convicted sex offenders should be posted. Tier levels are band-aid by design. Its too lull the public into a false sense of oversight. Teir levels never take into account escalation of crimes and only guage by conviction, never by the true number of offenses. Portsmouth Police Log: Sex Offender Arrested for Failing to Report Move

Robert Harkin, 61, with no permanent address, was arrested Thursday, Jan. 13, and charged with failure to report a change of address for a sex offender, a felony.

Robert Harkin, 61, of no permanent address, was arrested by Portsmouth Police on Thursday, Jan. 13,  and charged with failure to report a change of address for a sex offender, a felony. Harkin, a Level II sex offender, was arrested last November on the same charge after moving from the Common Fence Point area of town to Bristol Ferry Road in Portsmouth. According to police, he has since moved from Bristol Ferry Road. "He failed to notify police he moved from the previous address," said Lt. Brian Peters of the Portsmouth Police Department. When asked if Harkin was homeless, police said they could not confirm a present residence. "We don't know where he is living, but he is not where he was registered to stay," Peters said.
