Some of the projects will be completed by the end of this week.
The Rhode Island Department of Transportation (RIDOT) has developed a new approach for identifying and addressing safety and congestion problem locations. Called Rhode Island’s Strategically Targeted Affordable Roadway Solutions (RI*STARS), the department intends to issue contracts for improvements on roads and at intersections with high levels of congestion and crashes. The first area of Rhode Island included in this program is Aquidneck Island. Working collaboratively with the communities of Newport, Middletown and Portsmouth, RIDOT has identified 13 locations on the island. The Department also worked with the Aquidneck Island Planning Commission, which studied transportation needs across the island in its 2011 Aquidneck Island …

Town Administrator Jim Goncalo said the town will not accept responsibility of paying the maintenance costs.
The only viable public boat ramp in Tiverton is far south at Fogland Beach. However, Town Administrator Jim Goncalo reports there is a proposal from the Department of Transportation (DOT) to build a boat launch ramp underneath the new Sakonnet River Bridge once its completed. Workers on the bridge construction are trying to complete the bridge this year, but after some delays, it looks like it may not open in late 2012 or early 2013. DOT spokesman Bryan Lucier recently said the ramp is part of the bridge replacement project. Parking will be provided across the street on Riverside Drive, with some handicapped parking spots at the ramp. In addition, there will be a handicapped-accessible fishing pier built at the boat ramp site. Lucier said …

Portsmouth Patch users question why the roads did not appear to be sanded after two car crashes Tuesday morning.
There's no doubt about it - black ice wrecked havoc on Tuesday's morning commute. Two major accidents occurred after drivers hit black ice on West Main Road, a state highway. One vehicle crashed into a liquor store, while another vehicle struck a tree and landed on its roof. Both drivers were treated for injuries and released from the hospital. Portsmouth Patch users are now questioning if state and local roads were treated Tuesday morning. Here are just a few of the comments from users: "Black Ice might have been a factor"; are you kidding? Black ice was a major widespread issue statewide and the DOT's non-proactive response to it was ludicrous. Don't they monitor the weather? Budget issue??? — David MacBain I was surprised to find no …

We reached out to the state Department of Transportation to find out.
Have you seen the pink stakes along East Main Road and wondered what they were doing there? A Portsmouth Patch user did and e-mailed us to find out. According to Heidi Gudmundson of the Rhode Island Department of Transportation (DOT), the stakes are being used for a design survey. The stakes can be seen on East Main Road from Town Hall all the way to Clements' Market. The survey is being conducted by a design consultant. "...The project is in the preliminary design stages and work such as this is a standard practice in advance of a project," Gudmundson said. Updated at 3:57 p.m. Commonwealth Engineers and Consultants Inc., located in Providence, is the lead design consultant for the East Main Road Roadway Improvement Project, which …

The state Department of Transportation (DOT) abruptly closed the Cove "Escape" Bridge Thursday afternoon with only a little more than an hour notice to residents. Was this enough time or should safety come first?
Traffic across the Cove "Escape" Bridge was detoured Thursday, about an hour after the Department of Transportation (DOT) issued a warning to residents. DOT shut down the aging, 50-year-old superstructure just after 1 p.m. Thursday due to "significant deterioration" found in a recent study. "The bridge is inspected more frequently than the standard once-everytwo-years inspection – some elements are inspected every six months," wrote DOT spokesman Charles E. St. Martin III in an e-mail Thursday. "The findings that lead to the closure was the result of a special inspection that took place two weeks ago. The analysis of the findings were completed this week, and we moved to close the bridge as quickly as possible." The superstructure was …

The temporary channel will accommodate passage for most boats.
The Rhode Island Department of Transportation (RIDOT) is preparing to close the center channel under the old Sakonnet River Bridge on Tuesday, Sept. 6, as part of ongoing construction on the new Sakonnet River Bridge. The U.S. Coast Guard is planning to place navigation buoys in the Sakonnet River to create a temporary channel just to the west of the center channel. Following the center channel closure on Sept. 6, RIDOT will position barges and cranes to allow for the setting of steel beams for the new bridge. The next day, Wednesday, Sept. 7, the Coast Guard will begin work to establish the temporary channel. The temporary channel is expected to open on Thursday, September 8. The temporary channel will allow for passage of most vessels …

The Cardi Corp. has requested closing the shipping channel to vessels for a month.
The U.S. Coast Guard will hold a public meeting to discuss the potential temporary closure of the channel under the Sakonnet River Bridge. The notice comes after a closed-door meeting Wednesday morning between the R.I. Department of Transportation (DOT) and the contractor for building the new Sakonnet River Bridge, the Cardi Corp. A public meeting on the issue will be held next Wednesday, Aug. 24, at 7 p.m. at Tiverton High School, 100 North Brayton Road. The Coast Guard is seeking comments on potential impacts to vessels and businesses during the height of the new bridge's construction. It is being built closely alongside the existing Sakonnet Bridge, which spans Tiverton and Portsmouth. Working to get back on schedule, Cardi will spend …
