Town Administrator Search Firm to Cost Town $20,000

The Portsmouth Town Council selected New Hampshire-based Municipal Resources to find candidates for the office of town administrator.

The search will cost the town of Portsmouth $20,000, which was the amount capped by the council.  "I do not support spending $20,000 for something we could have done," Buddemeyer said.  "I don't see how any committee could do what these companies will do," Judi Staven said. The Portsmouth Town Council decided in July to hire an outside search firm to solicit candidates for the office of town administrator. The town recieved proposals from three firms: Slavin …

Tax Assessor David Dolce to Request Leave of Absence

David Dolce is requesting a leave of absence to serve as interim town administrator.

Tax Assessor David E. Dolce will request a leave of absence on Monday to serve as interim town administrator. On July 25, the Portsmouth Town Council surprisingly appointed Dolce as interim town administrator. Dolce was expected to temporarily serve as both tax assessor and town administrator for up to six months, while the council seeks a replacement for longtime administrator Robert Driscoll, who announced in April he would not seek a renewal of his contract. However, not everyone believed the appointment on July 25 was in accordance with the town charter. Seveney requested the town solicitor to check Article IX, 901, of the town charter, which says "no employee shall hold simultaneously more than one (1) paid position for the Town." The…

Starting to Wonder

5:25 pm on Sunday, August 21, 2011

But the Town Administrator is supposed to oversee all departments and handle any complaints about any department heads, so David Dolce will be self-policing because he will still be "acting" Tax Assessor? That doesn't sound right to me. This whole thing has been one foolish move after another on the Council's part. And for what? What is the Council's goal here? I thought they were supposed to …   more ›

Councilor Says Charter Requires Town Administrator, Tax Assessor [VIDEO]

Town Councilor Jim Seveney questioned the departure of Town Administrator Robert Driscoll and the future his office during Tuesday's meeting.

Town Councilor Jim Seveney questioned what would occur if Tax Assessor David Dolce took a leave of absence. On Tuesday, Town Solicitor D.A. D'Andrea said Dolce must resign as tax assessor or take a leave of office to serve as interim town administrator. The town charter prohibits a town employee to serve two jobs at once, D'Andrea said. “We still need a tax assessor if he (Dolce) takes a leave of office. I believe the town charter requires that,” Seveney said. The Democratic councilor then spoke at length about Driscoll's choice to not renew his contract. "…A portion of this council went to his office and said they wanted him (Driscoll) to leave by the end of July," Seveney said. "I don’t know how they came to Aug. 23. They just came up …

Solicitor: Tax Assessor Must Resign or Take Leave To Be Interim Town Administrator

The Town Council discussed the appointment of the interim town administrator at Tuesday night's meeting.

Can David Dolce serve as both the tax assessor and interim town administrator without violating the town charter? The town solicitor says no.  “The appointment of the tax assessor as town administrator was lawful. However, as Seveney points out, a person cannot hold two offices at the same time,” Town Solicitor D.A. D’Andrea said at Tuesday's Town Council meeting. On July 25, the Portsmouth Town Council surprisingly appointed Dolce as interim town administrator. The vote was 4-3 with Michael Buddemeyer, Jim Seveney and Keith Hamilton in opposition. Dolce was expected to temporarily serve as both tax assessor and town administrator for up to six months, while the council seeks a replacement for longtime administrator Robert Driscoll who …

The Portsmouth Town Council will discuss the appointment at tonight's meeting, which begins at 7 p.m. at Town Hall.

Does the recent appointment of Tax Assessor David Dolce as the interim town administrator violate the Home Rule Charter? One Democratic town councilor says it does. On July 25, the Portsmouth Town Council surprisingly appointed Tax Assessor David E. Dolce as interim town administrator. The vote was 4-3 with Michael Buddemeyer, Jim Seveney and Keith Hamilton in opposition. Starting later this month, Dolce will temporarily serve as both tax assessor and town administrator, while the council seeks a replacement for longtime administrator Robert Driscoll. Well, solicitor rules Dolce cannot serve both positions! I knew it......the charter is clear on that. OK, so, what will they do now??? keeping Bob Driscoll there until a permanent replace is found makes the most sense. So we'll have to wait and see I guess.   more ›
