Tax Assessor's Salary To Fund New Prudence Island Fire Engine

After a discussion Monday evening and two votes, the Portsmouth Town Council approved a plan to purchase a used 1977 fire engine for Prudence Island.

The Prudence Island Volunteer Fire Department received an early, vintage Christmas gift Monday night — a 1977 Maxim fire engine.  The Portsmouth Town Council approved the Prudence Island Volunteer Fire Department's request to purchase a 35-year-old fire engine, on one condition. The $9,000 cost to purchase and restore the fire engine must come out of the tax assessor's salary and benefits.  Finance Director David Faucher recommended the funds come out of the tax assessor's salary and benefits for six months since the town "overspent." Tax Assessor David Dolce, who sat next to Faucher, did not comment on the recommendation.  Dolce has served as interim town administrator since August. Portsmouth Town Council Votes 4-3 to Name David Dolce Interim Town Administrator

The Portsmouth Town Council granted a leave of absence for Tax Assessor David Dolce on Monday night so he can serve as interim town administrator, starting immediately.

The Portsmouth Town Council appointed Tax Assessor David E. Dolce as interim town administrator on Monday night. The vote was 4-3 with Michael Buddemeyer, Jim Seveney and Keith Hamilton in opposition. Dolce was also granted a leave of absence first as tax assessor to meet the requirements of the home rule charter. The vote to award his leave was 4-3 with Hamilton, Buddemeyer and Seveney in opposition. Dolce will serve as interim town administrator from Aug. 23 until a new town administrator is hired. The council also approved Dolce's request to perform duties of the tax assessor while serving as interim town administrator per charter section 306.

Tax Assessor David Dolce to Request Leave of Absence

David Dolce is requesting a leave of absence to serve as interim town administrator.

Tax Assessor David E. Dolce will request a leave of absence on Monday to serve as interim town administrator. On July 25, the Portsmouth Town Council surprisingly appointed Dolce as interim town administrator. Dolce was expected to temporarily serve as both tax assessor and town administrator for up to six months, while the council seeks a replacement for longtime administrator Robert Driscoll, who announced in April he would not seek a renewal of his contract. However, not everyone believed the appointment on July 25 was in accordance with the town charter. Seveney requested the town solicitor to check Article IX, 901, of the town charter, which says "no employee shall hold simultaneously more than one (1) paid position for the Town." The…

But the Town Administrator is supposed to oversee all departments and handle any complaints about any department heads, so David Dolce will be self-policing because he will still be "acting" Tax Assessor? Councilor Says Charter Requires Town Administrator, Tax Assessor [VIDEO]

Town Councilor Jim Seveney questioned the departure of Town Administrator Robert Driscoll and the future his office during Tuesday's meeting.

Town Councilor Jim Seveney questioned what would occur if Tax Assessor David Dolce took a leave of absence. On Tuesday, Town Solicitor D.A. D'Andrea said Dolce must resign as tax assessor or take a leave of office to serve as interim town administrator. The town charter prohibits a town employee to serve two jobs at once, D'Andrea said. “We still need a tax assessor if he (Dolce) takes a leave of office. I believe the town charter requires that,” Seveney said. The Democratic councilor then spoke at length about Driscoll's choice to not renew his contract. The Portsmouth Town Council will discuss the appointment at tonight's meeting, which begins at 7 p.m. at Town Hall.

Does the recent appointment of Tax Assessor David Dolce as the interim town administrator violate the Home Rule Charter? One Democratic town councilor says it does. On July 25, the Portsmouth Town Council surprisingly appointed Tax Assessor David E. Dolce as interim town administrator. Well, solicitor rules Dolce cannot serve both positions! I knew it......the charter is clear on that. OK, so, what will they do now??? keeping Bob Driscoll there until a permanent replace is found makes the most sense. So we'll have to wait and see I guess.   more ›
