Three Aquidneck Island communities have been holding public meetings, hearings and gathering comments on how to best use roughly 175 acres of west side land parcels surplused by the Navy. On Tuesday night, Middletown Town Administrator Shawn Brown told Middletown Town Council members that by this June, the project's initial models will be completed and councilors will have decisions to make. Brown said the project has moved into the implementation phase. “We no longer talk about what we want to do, we talk about the mechanics of what we want to do with the property,” said Brown. A local resident says people are still dumping tires along Burma Road. Have you seen anything similar in town or around the Navy surplus land?
Local resident Dan Force says he's seen a resurgence of discarded tires along Burma road, months after first reporting the illegal dumping. Force, a Portsmouth resident, reported in December seeing piles of discarded tires and trash at certain locations on U.S. Navy land along Burma Road. Less than a couple days later, Navy personnel took action and removed the tires and trash. However, only a few months later, Force says tires are still being found discarded along the federal highway. "Well, this week I discovered a newly-dumped batch of them and again alerted the Navy base authorities," Force wrote in an e-mail. Employees of the Newport Naval Base took action on illegal dumping after hearing complaints.
The U.S. Navy took action earlier this week after hearing reports of illegally dumped tires off Burma Road. On Sunday, Portsmouth Patch posted an article after hearing one local resident's concern about this issue. The resident began to notice more and more trash being dumped along Burma Road, including more than a dozen illegally discarded tires. The tires have now been removed, according to a spokesperson for the Navy. However, illegal dumping continues to be an issue on the federal Navy land. The Navy is now asking for the public's assistance to help put a stop to illegal dumping. Driving down Burma Road lately, there's a common site appearing on the roadside — discarded trash. Empty cardboard beer cases, plastic bags and aluminum soda cans are scattered here and there along the defense highway. Local resident Dan Force reports that he's seen piles of discarded tires and trash at certain locations on federal Navy land along Burma Road. He shared the photos above as examples of what he has witnessed. "I began noticing these large items being dumped there a few years ago, not long after the Middletown Transfer Station closed," Force said. Residents living in Navy housing on Aquidneck Island should no longer contact military police for help, but instead reach out to State Police or their local law agency. This past June, Governor Lincoln Chafee signed an agreement with the U.S. Navy, accepting the relinquishment of legislative jurisdiction of certain Navy land in Portsmouth, Middletown and Newport. After nearly two years of tightly choreographed public meetings, hearings and comment gathering, the three Aquidneck Island communities reached a unanimous consensus Thursday on how to best use roughly 175 acres of west side land parcels surplussed by the Navy. The final vote green lights the package of five proposals to be submitted to the United States Department of Defense by Aug. 19 for final federal approvals. Final public comments and endorsements from all three Aquidneck Island communities were received Thursday night, as AIRPA voted to submit its plan for five Navy surplus land to the federal government.
Two years of planning that included about 20 town meetings and public hearings across Newport, Middletown and Portsmouth culminated Thursday night at CCRI-Newport with unanimous community endorsements on how to best put nearly 200 acres of Navy surplus land to use. The Aquidneck Island Reuse Planning Authority (AIRPA) board that's comprised of representatives from all three municipalities also formally voted to submit the finalized proposal to the federal government for the conveyance of five Navy surplus land parcels.
