Ex-Navy Subcontractor Sentenced to Three Years in Kickback Scheme

Russell Spencer has been sentenced to three years in federal prison for his involvement in the scheme that cost the U.S. Navy millions of dollars.

A former Navy subcontractor has been sentenced to three years in federal prison on Thursday for his involvement in a kickback scheme that cost the Navy millions of dollars.

Russell Spencer was a conduit in the kickbacks of naval funds from Advanced Solutions for Tomorrow (ASFT), a Middletown-based company, to the Navy base in Newport. Last year, Spencer pleaded guilty to conspiring to commit bribery and lying to the FBI. Spencer began cooperating with investigators, providing the FBI with information crucial in the progress of the investigation.

The orchestrator of the scheme, Ralph M. Mariano, began serving his 10-year prison sentence last month. Earlier this week, Anjan Dutta-Gupta (founder and president of ASFT) was also sentenced to three years in prison.
