Sex Offender Allegedly Fails to Register Address

The following arrest was reported by Portsmouth police. An arrest does not indicate a conviction.

  • David Torres, 42, of no known current address, was arrested on July 25 at 8 p.m. at the police station after allegedly failing to register as a sex offender, level I. Police say Torres visited the police station on July 22 to register a Morgan Street address. On July 24, officers were unable to confirm his address. A resident of the address claimed a woman contacted her and asked to use her address. Torres was arrested when he returned to the police station on July 25 to reaffirm his address. He was charged with failing to register as a sex offender and obstruction of an officer in execution of duty. 
  • Stephen Brockman, 51, of Middletown, was arrested twice in two days. Brockman was first arrested on July 27 at 3:30 p.m. and charged with simple assault, domestic, after becoming involved in an argument with a 50-year-old Portsmouth woman. During an argument, Brockman allegedly struck the woman in the arm and pushed her. Brockman was arrested and later released. A no-contact order was also issued. Brockman was arrested a second time on July 28 at 11 p.m. after he allegedly sent text messages, called the victim and visited her home. Police arrived at the victim's residence to find Brockman hiding behind a woodpile in the backyard. Brockman was arrested and held overnight.
