Police Log: Heroin, Two DUIs, Suspect Floods Cell Block by Clogging Toilet

HEROIN
A 27-year-old Fall River, Mass., man is facing felony narcotics charges after police found five heroin packets inside his backpack after a traffic stop on Sunday.

Police said Justin Robert St. Germain, of 1814 Stafford Road, was stopped by an officer at a stationary traffic post at 4:35 p.m. by an officer who noticed his car had a loud muffler and multiple registration stickers on the license plate.

Police said St. Germain appeared nervous and a search of his car turned up the backpack, which contained five baggies of heroin and a cylinder of mariuana.

He was taken into custody without incident. 

St. Germain entered no plea in Second Division District Court and is free on surety bail pending a Newport Attorney General screening conference on Aug. 14. 

DUI
Police charged William Harry Lytle, 23, of 19 collins St., Bristol, with driving under the influence, driving with a suspended license and refusing a chemical test Monday after he was stopped for speeding on East Main Road at around 1:45 a.m.

Police said once stopped, Lytle opened his driver’s side door and left it open as he told police that he had not been drinking but his passenger had.

A check of his license showed Lytle was driving with a suspended license and officers conducted a sobriety test after they reportedly smelled alcohol on his breath, which he failed.

Lytle told police he had several Red Bulls during the evening and he was coming from Fastnet Pub in Newport, according to a police report.

Police said they smelled alcohol in the police cruiser as they transported him to headquarters as well as in the holding cell at the station.

He was released with a court summons at 9 a.m.

DUI
Police charged Steven P. LaFave Jr., 26, of Bennington, NH, with driving under the influence and refusing a chemical test June 25 after he reportedly drove erratically in the middle of the afternoon, prompting a flurry of calls to police from concerned motorists.

Police said they caught up with LaFave near the intersection of Sandy Point Road and East Main Road, where he was seen nearly striking a car stopped at the intersection and then swerving and driving more than 10 mph below the posted 35 mph speed limit.

Once stopped, LaFave reportedly told police he was just “going around the loop” but police smelled alcohol and he soon failed a field sobriety test.

Once in police custody, LaFave reportedly screamed and yelled at officers and was transferred to a padded cell after he tore up a blanket and clogged the toilet, flooding the cell block area.

In the padded cell, LaFave reportedly kicked and screamed along with urinating and defecating several times before performing a lewd act in the cell, according to a police report. Due to his behavior, police said he stayed in the cell “to allow his obvious intoxication to wear off.”
