First-Degree Molestation Charges for Portsmouth Man Caught with 13-Year-Old

26-year-old Portsmouth man allegedly had sex with a 13-year-old girl from Fall River, Mass.

Portsmouth Police charged a 26-year-old Portsmouth man with first degree child molestation after he was caught with a 13-year-old female in a car at the Common Fence Point Playground on March 29.

Police said John E. Tingstad, 26, of 20 Attleboro Ave., was held overnight and arraigned this morning in Second Division District Court. He was ordered held without bail at the Adult Correctional Institutions in Cranston and the case will be referred to the state Attorney General's Office.

Police said police saw a car parked on the grassy area of the playground at around 11:10 p.m.. Police approached the vehicle and saw Tingstad inside along with a Fall River, Mass.-girl who said she was 13.

Police conducted an investigation that concluded Tingstad had sexual intercourse with the girl, police said.

Honestly, knowing John as long as I have known him, this doesn't surprise me either. I used to actually hangout with him when I was about fifteen years old, thinking there was nothing wrong with it. Looking back, I'm sick to my stomach that I didn't realize the type of person he was. I think it's absolutely ignorant for people to be blaming the parents of that young girls considering it's a very well known fact teenagers occasionally lie to their parents about their whereabouts and who they are going to be with just as I used to do. That being said, when I was around him he used to say disgusting things to me such as asking for sexual favors in exchange for money or alcohol. I also happen to know that he took advantage of a girl younger than him, who was an alcoholic. He would purchase her booze if she would sleep with him. Needless to say she ended up in rehab. Not to encourage or defend her behavior, but what kind of animal would do that? He KNOWINGLY took advantage of her illness. I agree that he is definitely not as mentally capable as many 26 year old men, BUT that does not excuse his behavior because as Chris said, he knows the difference between right and wrong and I KNOW THIS FOR A FACT. This is at no fault of his family because I do know that they have tried to get him help. Unfortunately, this is what it came to.

@nparoots by the way, if a 13 year old girl was mentally mature enough to make a decision to sleep with a man his age, or anyone for that matter, then i'm pretty sure the legal age of consent would be lowered to 13. It's clearly stated and scientifically proven that a CHILD'S brain is not mature enough to handle a sexual relationship. A predator taking advantage of that is sick, although i don't believe that was on his mind.. he was just looking to get his rocks off, regardless of her age.

People who say she made the decision so it's ok BLOW MY MIND! So if I'm watching a 13 year old and i tell them they can't do something and they decide to hit me, at 26 years oldand 195 pounds, should beat the hell out of them cause, at 13, he should have known better? Laws protect these kids for a reason . . . People are sick
