Portsmouth's Ashtray

Market Square has become the ashtray of Portsmouth. A large percentage of the people smoke and scatter their butts. The city has placed locked down receptacles which are rarely used and, actually, invite smokers. Sunday, every bench in Market Square had one or more smoker.LET ME BREATHE!
