East Main Road Trees on Electric Wires

I drove back from Newport today and noticed many trees hanging on and across the electric wires on the east side of East Main Road in Portsmouth. These may be major transmission lines going down the island. I'm sure this is nothing new, but after Irene and the power outage I'm paying more attention. Nor sure whose job it is to cut these away, but if we get strong winds they could be a problem. Is there any kind of program or hotline to report such concerns?
