  Wind Turbine Recommendations Only Days Away

 On Monday February 25,2013 recommendations will be made about the Portsmouth High School wind turbine. The announcement is expected at the 7 PM Town Council Meeting. 

The wind turbine issue is complicated. The town has been looking at a public-private option with several Requests for Proposals in 2012. 

The turbine is near its four year anniversary of March 2009. Operation and maintenance costs have plagued the town. Portsmouth isn't the only town as many other turbines in New England have had catastrophic gear box failures after only a few years of operation. 

The Portsmouth wind turbine recommendation will influence the direction of wind-energy projects in New England. The priority of any recommendation should be to the taxpayers of the town who have been paying their fair share.

 The turbine original cost was 3 million and has a 2 million dollar bond debt owed by the town. The main question for any small city or town in New England is can they afford to run one or two  commercial wind turbines as municipal owned wind turbines run by municipal employees 24/7 . 

What ever the decision is it has to withstand the test of time.

It will be interesting to see what the TC does.

Recently Gloucester MA installed 3 gigantic turbines. I wonder how the Portsmouth fiasco slipped past the goalie on that project. This has disaster written all over it.

The Deep Water Wind - Hedge Fund financed activities is evolving - many modifications of the plans. The recent Newport Daily News opinion page we are in for a healthy finical plunder etc..
Observed the Industrial Wind Turbine Farm Groupies and members of the politically aligned cult of true believers recently at the USN Industrial Wind Farm Project out brief, held at CCRI . That project now depicted as located on and or near many Aquidneck Island west side (bordering all three communities) USN hazardous waste sites and in the Newport Air Park flight corridor). The takeaway from the Environmental out brief was that this is a top down mandated Industrial Wind Turbine Generator solution from Washington, DC with little or no concern for Aquidneck Island - Narragansett bay Basin eco system and its crown jewel. Infrasound et al Concerns & Alternative solutions only superficially examined!

Wind turbines will be a thing of the past soon over 14,000 in u.s. have been abandoned already. It's like the electric car sounds nice at first until it needs repairs. Who will replace a car battery for over $10,000 and who will pay to repair a wind turbine? Right now fossil fuels are gods gift to us lets use them and stop this green nonsense. The earth was warming now it's cooling. We can't change that we are not God. Remember the ice age? There is oil under deserts so was there oceans there before or forests? We must not let the Al Gore's of the world trick us into letting them steal more of our money to redistribute as they choose. Progressivism is evil and we all need to wake up to what it is doing to our republic.

The Select Board Meeting Tonight .The wind turbine meeting will take one hour to explain the complex plan going forward. A lot has changed since 2009. Health issues and setbacks have become clear.

Today we understand through the October 23,2012 Portsmouth Gear Box Investigation the Portsmouth High School wind turbine was poorly sited for ice throw to nearby homes, town water tank and the high school.

The first part of the wind turbine recommendations should start with public safety, setback issues that include shadow flicker , noise, low frequency sound and ice throw.

In the past six months we've seen commercial wind turbines in Falmouth ,Massachusetts sited too close to residential property shut down from 7 PM to 7 AM because of noise issues. The Falmouth Select Board recommended taking down the wind turbines. The Town of Milton ,Massachusetts shut down a turbine seven months of the year over shadow flicker. The towns of Scituate, Kingston and Fairhaven Massachusetts have thousands of complaints .

My bet is the town goes with a much larger wind turbine in a public private partnership. The larger the turbines the larger the problems !

Saftey First ! Safety and setbacks failures to the general public will cause years of legal problems based on what has happened in Massachusetts. Noise, low frequency sound, shadow flicker, ice throw and property devaluations!

Wind Turbine -Firefighter life safety considerations
The obvious challenge facing firefighters is the height involved if a fire occurs in the turbine motor. Towers can extend 300 to 400 feet above ground.

However, due to the risk of falling fire debris over a wide area, approaching a burning turbine is usually not an option unless there is a life risk involved. If the turbine is turning, power is being generated and an electrocution hazard will be present.

Typically, a good option for firefighters to consider is to evacuate any endangered areas, set up a collapse zone, and attempt to control any ground fires to prevent the fire from spreading to other units.

In the case of a runaway or over-speed event, rotating turbines can throw debris thousands of feet away during a blade failure. Pieces of blades have been documented as traveling over 4,200 feet. Distance and time will fix this problem. Pre-incident planning and SOP development are keys to success for safely handling this unique danger.
