Town In Pickle Over Wind Turbine
The town has many options for the wind turbine.
One is to decide to replace the gear box at around $700,000.00 not knowing if additional parts such as the shaft and front bearings are also worn out. In addition to the unknown a blade inspection will be done when the turbine comes down. The crane costs could exceed $100,000.00 for one day alone.
The second option is a public partnership with a private wind turbine company. In addition a private contractor ownership could have issues with the setbacks to the town water supply. The original contractor for the wind turbine wrote the report that a chance of a catastrophic event was less than 2 percent and a blade falling on the town water tank would not cause much damage. Do you trust that reports today ?
There is another option. We know that the turbine costs will exceed $700,000.00. The cause of the gear box failure is usually a misaligned shaft and the front bearings behind the wind turbine blades made back then were only one half the size they should have been. The chances are all these parts are bad exceeding one million dollars .
What should the town do ?
My thought goes forward and spend the million on another renewable energy project other than the ongoing fiasco.

Really Bill. BTW: Have you noticed the wind turbine has panned around from facing North East the past month to Now facing North West. I wonder how that happened..? I thought the $30,000 dollar batteries were dead.
Bill: The crane cost is $10,000 a day plus setup. Just sayin'.

Turbine erection. The major cost in the erection process is the rental of a crane. A 300-foot crane with the necessary 400- plus ton capacity can cost $80,000 or more for a single day.

Jamestown officials viewed the broken down turbine on March 9,2012 . This breakdown of the Portsmouth turbine was proof the turbine had to be reset every 6 to 8 hours until it finally broke. The gear box issue in Portsmouth could soon be the start of a national issue over gear box failures.

The Town Council is asking the renewable energy people how to fix the turbine!
My bet is if the get any advice from any groups like the Massachusetts Clean Energy Center (MassCEC).These groups are dedicated to accelerating the success of commercial wind power. They don't give one hoot about your tax bill or you'
The Town of Portsmouth is looking to make a deal with the devil .You'll end up with a partnership with a wind turbine contractor who go bankrupt just like the last one did as soon as one year after the installation of a brand new turbine .
The town will end up with a 25 years lease on the land with a bankrupt partner !
You'll also be stuck with a larger 2 Megawatt turbine or larger . They will claim the new gearless wind turbines don't make any noise and the additional increase in size of the turbine will help pay the bill on the old turbine.
These gearless turbines haven't been around that long. Also I don't think there is anywhere in the country where they placed a wind turbine in the fall zone of a towns water supply. This fiasco is being followed by every wind group in the country . They'll write a book and then movie about the story of the Portsmouth Wind Turbine and the cast of actors that made it happen !

A Seattle ,Washington commercial wind turbine expert is providing an in depth written report on the towns wind turbine damage. The town has supplied the expert engineer with all the towns data. It was announced a few weeks ago that the expert engineer was also the owner of two turbines similar to the Portsmouth wind turbine. The town should be in receipt of the written report today.
Does anyone know if the amount of times the turbine was reset was included in the documentation to the engineer ? According to news media accounts the turbine had been reset as much as every 6 to 8 hours over long periods of time.
Will the report written by the expert be made public and posted on line after it is disclosed to the town council ?

Must we wait for after the election to find out what happens to the PTS WTG?
Yes, In the interest of state wide electrical rate payers and taxpayers who remain on the hook along with PTS tax payers - has the RI GA EDC Bonds payments been Made on schedule? The bottom line is that all stake holders (be it voluntary or mandated) must be protected from further open ended obligations.Yes, the bleeding must be halted. This must not become a second RI GA EDC 38 Studio looting of the tax payer and rate payers. Or not the first WTG for a recycled RI GA EDC EBEC quasi public corporation (a bridge to nowhere).. The RI PUC must be given the power of regulation and conformance monitoring over this wide range of especially have baked public utility sector energy schemes in the future. Yes, replacing a cult of ad hoc quasi political cult of true believers with a host of counterfeit justifications.

We as rate payers and tax payers all across RI have an unwilling finical stake in what could become a misadventure. As such the mitigation actions must be transparent & fact based going forward. We suggest that the RI PUC needs to come on board and play an activate role especially in anything that impacts electrical rates of potentially impact grid regulatory or technical considerations..Finally a reconstituted RI GA EDC MUST take an active and transparent role and responsibility in protecting us from further open ended obligation be it a less than feasible WTG rebuild pull down O&R cycle up to new partnerships and business teaming that would leave the Bond holders, taxpayers and rate payers in a (38 Studio quandary) position of further open ended risk and or unrealizable teaming agreements etc..
The risk assessment must be prepared that also addresses the potential for collateral risk associated with the present implementation & status plus non conformance to regulations and site implementation as built impacts. Such may encroach into & on adjacent properties and destruction of a safe habitat et al.?

The town at this time should have a detailed report written by an engineer from Seattle, Washington. The engineer is well known by the National Renewable Energy Laboratory. The NREL is the only federal laboratory dedicated to the research of commercial wind turbines. The Seattle engineer has worked under contract for the NREL. The engineer has an extensive background in gear box problems.
This Monday 9/24 there may be resignation from the PEDC and at the same time a request to produce the wind report from the Portsmouth Economic Development Committee

This week the saga continues - Town playing the victim is not an acceptable explanation for the failure of management leadership. Does the RI GA EDC / state wide tax payers hold the public bonds for this failed project as well? This is yet another example why Public Utility sector projects of any and all types must be regulated and monitored by The RI PUC and implemented & operated by the already in place proven competent public Utilities Industry. Elected pols, at all levels of government, incompetence and possible malfeasance demonstrated once again. Clearly this is yet another example of so called green renewable energy agenda with its its counterfeit claims ripping off the tax payers and the public utility rate payers. Yes, with the only winners those that sold the junk Bonds & supplied the defective equipments - plundered the treasury.Today governments interfere with business and attempt to pick winners but most ofter create and sustain losers. This is madness it does not pass the smell test .

An investigation by the PEDC is looking into what happened to the turbine and what mistakes were made during and after the purchase. The turbine broke down last June 15 and at the Town Council meeting they still don't know what's wrong with it .That's political talk for it's a total loss and the taxpayers still owe 2 million on the bond.
The Portsmouth High School wind turbine is the largest turbine in the state ! The turbine sits as an example of a financial fiasco never to work again . This is a prime example of how wind turbine contractors fed only positive reports to the PEDC. In other words they got sold a klunker! They got taken ! John - The Newport Daily News has already answered your question in the announcement of a scheduled 3 hour meeting prior to the election where information will be presented as to the choices available and the companion data that provides the tax payers and rate payers (state wide) the bases to realize an informed decision. I havce appreciated the information from Bill Carson vantage point as one of many that must be very carefully considered and factored into the ultimate conclusion to this unfortunate situation. Yes, today looking more like a classic text book group think. Yes, everyone owns the mistake of yesterday and now the challenge for today is to be capable of learning from that error so that tomorrow we will not repeated an exercise in an over dimensioned set of conditions with an undesirable outcome. .We must recognize the contributions made by well intended individuals and the community as a whole. Specifically the energy market and the viable solutions and disruptive technologies will continue to challenge us for generations. In our quest we must not subscribe to a pseudo political cult of true believers based on counterfeit agendas. The journey must and will continue with all a little wiser from the experience. Today our defective national energy policy and companion RI GA state missteps must be reformed as a first order of business. The robber barons and their costly kluge solutions must be dismissed.

The Portsmouth Town Council is holding a special meeting Oct 23 . They will review the third option of removing the wind turbine. The October 23 meeting will probably get national attention.
Portsmouth's Wind Turbine project was featured on the National Geographic Channel's WORLD'S TOUGHEST FIXES that premiered on June 18, 2009.
The Portsmouth High School wind turbine the largest in the state is one big giant mistake .
