October 23 "comprehensive wind turbine report "

Pension reform,union contracts,health care funding,sewers and the school demolition are big tax expenses for the residents of Portsmouth.

On October 23 at 7:30 PM a 3 hour comprehensive wind turbine report will be introduced to the Town Council and the taxpayers of Portsmouth. We won't know until after the meeting if the report will be another sales pitch on wind turbine repair and a way to spend another one million dollars to repair the wind turbine.

The wind turbine scheme is a financial fiasco ,a political football and a toy with no economic benefit to the town.

The chances of another breakdown after the repairs is just the same as it was three years ago. Repairing the turbine is like "a coin flip".No matter what the three hour long report says the turbine is a high risk venture and a big gamble asking taxpayers to approve another one million dollar bond to repair the turbine!

The town needs to focus on the needs of the taxpayers. The priority should be the pension reforms,union contracts,health care funding, sewage installations and the school demolition.

There are many people who would like to see the turbine spin again but the Town Council has to look at the big picture. Look at the short three year history of the turbine .

The repair of the turbine is not economically feasible and the council shouldn't consider the turbine a priority with what we know today.

I do wonder, since you're not a Portsmouth resident nor taxpayer and you're certainly not a stakeholder in the Turbine project, what is your motivation?
Please clearly state this for the record.

The comprehensive multi-page wind turbine damage report was done free by an engineer from Seattle ,Washington. The town supplied all the wind data to the engineer in order to write the report. The Town Council members will all have a copy ofthe report prior to the special meeting Oct 23 .

The document should be posted on the town website so everyone can read it.

Bill has hit the nail on the head since he first started posting. People have criticized him but when the town has released the true information Bill has been right. We would not know half of what was going on with the turbine if Bill didn't force the town to come clean with the true information that they have been trying to hide ever since the beginning of this project.

As to your statement about information being hidden - I would ask that you either provide proof (names) or stop making false claims. Portsmouth & RI tax and utility rate payers
Caution just replacing WTG components alone with out the rigor of understanding a why and how is an unwise choice. We must know both the how and why as part of any failure analysis report takeaway. That is just components replacement alone does not resolve a latent defect if the deign, fabrication or operation / maintenance is a root cause. For example - Were any WTG on board sensors & companion instrumentation & SW deleted from this particular Portsmouth WTG configuration? For example key protective functions for measurement of cross winds / turbulence, disturbances etc. that if allowed to continue, would place instantaneous excessive loads on mechanical components, Yes, for example gear box and various bearings etc?
What was different about this WTG as compared to other like models?
Perhaps those that were responsible for the specification, RFQ & ultimate procurement process can step forward and help answer the any question that a first reading of the awaited report will identify. Yes, apparently this WTG mfg was a lower purchase cost than the well known top tear mfg. with operations in the USA. Does the responsible buyer function understand what was different to result in a lower purchase price? Was this WTG unit design, as configured, certified by any domestic and or international standard agency? Again just replacing components alone less the rigor of understanding the why and how is an unwise option to choose.

Part of the wind turbine report says that the Town of Portsmouth should look at the wind turbine blades as soon as possible as they have a history of manufacturing defects ! The blades run around 100 thousand each .

The town needs an attorney with expertise in environmental law to review any methods to repair the wind turbine. The Town Council needs to do everything it can to protect the taxpayers and the town’s rights going forward.

The high school wind turbine has too many negatives to make the so called “sustainable” energy goal. Again the Town Council needs to question the projected savings.Can the current wind turbine provide near-term energy payoff for the town ? Doubtful

The 2004-2006 Portsmouth Town Council through the PEDC received many reports,studies and reports in favor of building a wind turbine. The town today is unable to use any of the reports to take legal action against anyone because of the catastrophic failure of the wind turbine.The reports aren't worth the paper they are written on.

The Portsmouth Town Council needs to go forward preventing unnecessary harm to the taxpayers in future transactions.

I just read through the entire report and it looks like the turbine will never turn a profit and it is highly likly that a replacment gear box will likely fail within a 3 to5 year time span. Out of 5 of these turbines produced 3 have had gearbox failures with in 3 years 1 is running at reduced power. The site was not the ideal site for this turbine due to windshear from the water tank and highway cut and is located too close the houses the High School and Rt. 24 all of which are within the ice throw danger zone. Look like a lot of people did not do their homework before siteing this turbine.

I just read the entire report as well. I Voted against the turbine. When I watched it being built I became a BIG supporter. Looking at the Balance Sheet in this report, one can only conclude THIS turbine is an albatross. This report makes the decision easy. I am really saddened to say this, but I think it's time to take the machinery down and put the remaining tower to some other use.

BTW: Fairhaven, MA just put up Two turbines just like ours this past spring.

The town only had limited feasibility study of locating a wind turbine generator (WTG) at the Portsmouth High School. No meteorological tower or wind tests were done. A detailed wind resource analysis was performed using only long term weather data. This was the first mistake .The turbine should never have been built at the current location.

The wind industry standard for placing a wind turbine has always been that you need 35 acres to site a wind turbine. This was true back in 2004 and before. The whole problem with the wind installation was that any negative information about wind turbines as regarded as "misinformation' or "not in my back yard ".

The wind shear from the water tank according the report makes it impossible for a public -private operation of the turbine in this poor site selection. The turbine site needs to be moved.

Before a wind turbine is ever built wind speeds are taken from a 160 foot meteorological tower .The MET tower would have shown the wind shear from the water tank at the current location of the turbine .

What is needed now is the wind speed tests that were done and documented at the current site. If NO tests were done at the site this was the first big mistake in the selection of this site .How was this site selected and where is the documentation ? It's not on the PEDC site ....

Question for the town solicitor. Can we sue Bill Carson because he withheld this information? Why did he not attend our public meetings and share this information with us? Why did he not educate us with all of this knowledge he has. There is a disconnect here. He posts town agendas, town reports and even knows about resignations before they hit the town clerks office. He has perfect 20-20 vision. He has all this knowledge but did not speak up until, well, it was to late. We need answers from Bill Carson. He sounds like a genius now, but even I can advise the Captain of the Titanic to watch out for ice.

You want to kill the messenger put the blame where it belongs on the PEDC they are the ones that sold us on this lemon. If they had done their due diligence before hand they would have had all this information that is comming out now but they just wanted their new toy and the heck with the consequences. Now when they are being called on this they all take the attitude of I'm just going to take my ball and go home. they quit instead of faceing the fact they screwed up.

I am not defending the EDC. I am not trying to kill the messenger. Just saying that if he had been posting this in 2006-2008, maybe we would not be in this situation. It is just irritating that this guy has been saying I told you so. Where was he from 2006-2008 when the process was going on? He only became visible after it broke. He is purporting himself as an expert. His postings lead one to believe he knows where to get info on line and even has an insider from town feeding him key pieces of information. If he is that knowledgeable and resourceful and he cares so much to be posting frequently on this subject, wouldn't it be great if he came to the meeting on the 23rd and offered to be chair of a new committee to resolve the issue?

The truth here is the PEDC failed to do a "Fatal Flaws Analysis for a Wind Turbine" thus they failed "Due Diligence". No one looked at the negatives.

This was not the fault of the PEDC. The town was duped by promises of energy free as the wind.The town was sold a bill of goods. During 2004 to 2006 there were plenty of wind groups like http://www.windaction.org/ .

Industrial Wind Action is dedicated to providing information on industrial wind energy to enable communities and government officials to make informed decisions. My bet is no one from the Town of Portsmouth reached out to any group against wind turbines.

The State of Rhode Island should use the Portsmouth wind turbine as a model of how not to build a wind turbine.

@Bill Carson: Where were you in 2006-8? Why did you not go to those EDC meetings and tell them about a fatal flaw analysis? Why did you not go to the town council meetings as they were getting ready to vote and say the exact things you are saying now? Why did you not block the construction site in protest saying that the town was making a big mistake? There is a disconnect Bill. You post the town agendas. You post details about certain issues that indicate you have intimate knowledge of town proceedings. Your posts indicate that you are totally against wind turbines. Did you wait to tell us what you know on purpose? Why wait until after construction and failure to chime in?

What comes to my attention was that the town since June has been considering two options . One spend up to one million and fix the turbine for another three years and the second option was to go with a public private contractor and share the costs of the turbine. What about third opition.

The town over all these months has failed to consider the third option of taking down the turbine . The public needs to be educated about the negatives of commercial wind .

My bet is that even after the expert report is brought to the public eye on October 23 there will still be people who think the turbine should be repaired.The NDN already said they think it should be rebuilt.

The turbine has a long long history of problems starting with the lawsuit over the foundation of the construction of the base of the turbine,the bankruptcy of the wind company which incidentally had issued "forward looking statements" prior to its bankruptcy. No one read the "forward looking statements".The constant outages over the so called slip ring and some one pushing a restart button every 6 to 8 hours over long periods of time.

I think the Engineers Report on the turbine should be considered THE Expert. BILL CARSON has not indicated he has an engineering degree. I think this factor should be considered. Politicians made the original decision. Unfortunately...Politicians will have to make the next decision

How about using some common sense ? The engineer report should be considered. I agree ! After reading the report anyone with common sense would vote to take the turbine down.The turbine was too close to the water tank anyway .

The bankrupt AAER company wrote the report about placing the turbine that close to the water tank and all the members of the PEDC believed everything they were told -WITHOUT QUESTION

The setbacks for noise ,shadow flicker ,ice throw etc are too close to residential homes and the town has been warned it the report the blades are probably defective .Please note the water tank wind shear probably help destroy the wind turbine .The water tank setbacks probably will keep any private contractor from getting involved !

The town made many basic mistakes buying the turbine:

Failure to research the company providing the turbine. Its stock was listed on the Canadian high risk TSX Venture Exchange (TSX VENTURE:AAE). The town failed to note the Forward-Looking stock statements at the time.

Failure to conduct a "Fatal Flaw Analysis" of the project.

Failure to conduct a metrological test tower at the site which would have shown wind shear from the town water tank .

Lack of qualified individuals to operate and maintain the turbine 24/7.

Failure to asses the operation and maintenance costs of a megawatt type turbine.

The Portsmouth EDC had experts from the Massachusetts Technology Collaborative’s Renewable Energy Trust (MTC) and the UMass Renewable Energy Research Lab (RERL) help site this turbine. Why didn't they bring up the fatal flaws with turbine ?

What you have in Portsmouth is public economic development agency that fell on its face and when questioned by the Town Council about the siting of the wind turbine they quit their post ! How would you like to go into battle with these characters ?

The problem is the lack of information or information that was left out of the total picture of building a wind turbine from 2004 to 2009 .A picture too rosy was painted to the town council .

Any information that didn't fit in the picture was called misinformation or that of NIMBYs !

Gov Carcieri sent his Energy Czar to speak to the residents of Portsmouth. The Energy Czar gave only positive information to the Portsmouth EDC. The key here is to look and google who exactley the " Energy Czar" was at the time .His initials are A.D.

A.D. worked for for the RI EDC just before becoming the Energy Czar of Rhode Island under Gov Carcieri . A.D. has previously worked for the commercial wind turbine industry and helped move the DeepWater ocean wind project.

A.D. had previously worked for the wind industry and has gone back to work for them as of today!

As with all construction projects the truth always comes out after the project

It is the duty of every citizen to tell what they know about these wind turbine bunco schemes . The taxpayers of Portsmouth are the first to get touched by the ongoing bunco scheme !

I'm wondering if Bill Carson is a disgruntled employee of the Town of Portsmouth.... Working in the Town Hall.....with Key access to all the offices in that building. Just wonderin'...

The social and business connections in Portsmouth from 2004-2006 came to an end five months ago when the high risk venture of the wind turbine turned into a financial fiasco. The decisions made during 2004-2006 to purchase a wind turbine by the only municipality in Rhode Island has led to the high-profile risk taken with taxpayers funds by an olde boy network.

Today we can look back at the individuals and companies who prepared reports favorably for the wind turbine installation. Many had previous ties to the wind industry . For example if you want a commercial wind turbine there are companies out there that prepare wind installation reports that only contain favorable information to build a wind turbine. Many employees that worked for semi-quasi state agencies that convinced Portsmouth to purchase a turbine have gone on to work for private wind turbine companies.

The Portsmouth EDC made the decision too quickly to build a commercial wind turbine. The PEDC should have taken into consideration the backgrounds of the people and companies who supplied the information.

The taxpayers should have protection from a bunco scheme. The Rhode Island Attorney General should look into the franchise agreements and all the records from 2004 to 2009 . The knowledge of one is the knowledge of all . These companies and individuals need to be held accountable -they were paid to produce these reports .

If you were at the meeting last night you must not have been paying attention.

The primary reasons for the WTG failure were: Improper maintenance, and according to new information recieved yesterday, improper bearing installation by the manufacturer. Now I can't be sure but, I sincerely doubt the Democrats in Portsmouth were responsible for either of these problems.

The Patch doesnt cover the story to protect the bad decisons of Seveney and Katzman. The Democrat candidates for town council also pledged to fix it with $700K if they are elected even though the report states it is too risky to do so. It is disturbing how un-informed you are. Every single Democratic candidate for the council clearly stated on TV (NVF) that they wanted an investigation into what happend and all of them want to look at a public/private partnership.

Have you bothered to do any research? I can answer that for you...NO. The reason the turbine failed as stated by one of the most respected gearbox experts in the industry was an improper bearing and maintenance mistakes by a town vendor.

You want to look at problems? Ok, how about the PCC-led council racking up lawsuit after lawsuit, and after TWO years, nothing done on sewers, despite their lies in the Daily news. Oh, wait...we'll turn the turbine into a cellphone tower.....Be carefull...your PCC colors are showing.

Rachael if you were at the meeting you would know that lack of, or improper maintenence was a major (but certainly not only) factor in the failure. The way I see it the town hired a maintenance contractor and may not have sought the appropriate expert help in making that selection. That contractor monitored and "inspected" the turbine from afar and Gary Crosby, an intelligent, dedicated employee was left to follow orders and self educate himself on wind turbine equipment. The Democrats could just as easily take the position that the Republicans, who have been in control of the council since before turbine groundbreaking, and selected the maintenance contractor, botched it by being too cheap to do the proper due diligence. I try to read all local news sources, and to date no democrat candidate has taken that position (and none has advocated to simply spend $700K to fix it as you allege). They appear to respect the fact that this trasncends party politics. The PCC faction of the republican party tried to make it a democrat/republican issue and they got slapped down by the Daily News and the general public. People just want to see their councilors concentrating on fixing the problem not pointing fingers, so knock it off. Likewise your claim that Democrats caused the town pension problem and the Patch is trying to hide it. Take a look at some of the union contracts approved by republican councils over the past 30 years, no tougher on union pension issues than the democrats

Portsmouth is going to look for a long term partner in the wind turbine business!

This has turned into a Democrat vs Republican issue. The Democrats are part of the long time old boy network . If Fidel Castro was running for President as a Democrat they would vote for him.

The Democrats have national agenda of a certain amount of renewable energy by 2020.The only way to reach that goal is commercial wind power . The Democratic national agenda of commercial wind power is creating a social problem . In order to reach these energy goals Democrats on a local and state level have fallen in line with their National Democratic Party. There were officials from 2004 to 2006 that fell in line and followed the party line. ( Aka the broken down wind turbine).

It looks like if you want to repair the wind turbine vote for a Democrat . The turbine will cost negative $500 thousand a year for taxpayers to do what the National Democratic Party wants.

If you vote Republican the turbine would go into the hands of private business and stop the pain being endured paying off a two million dollar bond on a broken wind turbine.

CREBs are a new form of tax credit bond in which interest on the bonds is paid in the form of federal tax credits by the United States government in lieu of interest paid by the issuer. CREBs, therefore, provide qualified issuers/qualified borrowers with the ability to borrow at a 0% interest rate. I think the town should look into the tax and interest complications of going into a public private partnership . The town borrowed 2.6 million at zero interest rate . That was based on the town ( a local government) .There may be IRS issues which could make the entire bond rate change from 2009 forward .

Not the town and a private contractor !Next, the Portsmouth Town Council did not obtain Clean Renewable Energy Bonds refinancing. Working with a private contractor at this point in time could make this large dollar lease awfully expensive for the Portsmouth taxpayers .

The present Portsmouth Town Council in a transparent manner exercised their fiduciary responsibilities and demonstrated that they subscribe to and uphold the public trust in all matters of doing the peoples business. Yes, not terrorized by the loud pseudo political cults of true believers The Portsmouth Town Council is engaged in due diligence gathering the facts and determination of the root cause and companion mitigation step identification for the failed Wind Turbine Generator project. The council is continuing to exercise adult critical thinking and requires the same from those citizens that they have so tirelessly served. Accordingly first all concerned must be protected from a continued open ended cost growth. Yes, the bleeding must be halted at once. To accomplish such the council has brought in several independent subject matter experts in the fields of business, Engineering & law. The results have been posted on the town web site and presented at special public meetings. The companion root cause analysis & data driven candidate mitigation steps and their associated risk (down side and up side) is in the process of being refined & evaluated. Unfortunately what is becoming self evident is that all the options will likely result in a significant economic loss for Portsmouth tax payers, utility payers and all RI tax payers. The public private partnership is an illusion and a delusion & receipt for further public treasury looting. Time to abandon WTG & halt the pain.

The Town Council voted by a 5-1 vote that the most suitable fiscal solution is private developers run the turbine. The town needs to review the finances associated with its 0 percent bond.

A public-private proposal of the wind turbine may alter the original Clean Renewable Energy Bond Application. A review of the original application or CREB on the PEDC website shows in Appendix A that the 2.6 million dollar 0 interest bond was issued for two turbines in two different locations. Only one turbine was built.

Now comes the private-public partnership three years into the 2.6 million dollar bond note?

A CREB application must describe the project in detail, including a certification by an independent, licensed engineer that the project is eligible and technically viable.

The town has to review if a partnership is eligible under the CREB status.If the town makes more mistakes over the turbine who pays ? The taxpayer !

How would a cooperative like the Town of Portsmouth lease a CREB-financed project to a private entity ?

If the facility is sold or traded to an entity that can not issue CREBs, such as a private developer, raises more questions. Will the coop (Town of Portsmouth) have to use the proceeds of the sale to repay all outstanding CREBs ?
The town should consult a bond attorney before they go forward and explain the process to the public ......

To Bill's point, what would happen to the $2.6M 0% interest bond the town was given if we partner with a private firm? Would the $2.6M need to be paid immediately, would we have to pay back-interest and now forward interest on the bond? The Town Council needs all the documentation about the wind turbine from the Portsmouth Economic Development Committee (PEDC). There are those who state that the PEDC has all the information on its website. The problem is that the Town Council would have to spend weeks searching for types of documentation.The PEDC website holds years of documentation. For example the bond information is spread all over the website . There are several formats to follow on the website some are by time others are by incidents.

In order to rebuild the turbine with a public- private type of deal the town should go back to square one. They should probably refinance the original Clean Renewable Energy Bond and put the 600 thousand rescheduled cash into the repair.

Old timer, the Democrats pushed the agenda to have this WTG built in 2006. They took the cheapest bid rather than the best bid. They di not do the needed due dilgence. As for, the Dem candidates. On the air, cable TV during the Daily News candidate night 5 of 7 candidates said they would spend $700k and fix it now. That was it, they did not say wait for a study, they said spend it now to get it turning. That is how they think and it is wrong.

Rachael you're simply wrong. Watch the tape again. The Democratic candidates at the forum all spoke in favor of doing something to fix it. None said simply shell out $700K to fix it. Their comments were in contrast to Staven, Kesson and Robicheau who all expressed that turning it into a cell phone tower was a great idea even though the town would absorb the cost of the 2 million dollar bond for the next ten years and there was no indication it has any value as a cell tower. When I watched that show I came away with the impression those 3 republican members simply wanted to walk away from the turbine rather than work to get the best deal for the town. I note that when Ms. Staven made her motion to turn it into a cell tower the other night she didn't get a second from Mr. Kesson and it was his big idea! I suppose we should give him credit for realizing how ridiculous it was to even suggest it.

The REpublicans are on record that they will and have already started the job. The Republicans just negotiated pension change on the school side. The Democrat mouth on the school commitee voted against it and the Democratic Party voted out the two Dems on the school coomitee in the primary for supporting the Republican pension position in the negotiations. Rachael - Really? the Republicans identified th pension issue? No one knew it was there before 2010 when Joe Robicheau suggested we should address it by filing bankruptcy like Central Falls? C'mon. No republicans are promising to "fix the problem" either because everyone knows the pension issues can only be resolved at the town level by renegotiating contracts with local unions. The one contract the School committee negotiated with a very small segment of district workers, is perhaps a good start but as someone who voted in the democratic primary this year the last thing I thought about before not selecting Ms. King and Ms. Volpicelli was their "position" in negotiations. Actually since negotiations were private and school committee discussions regarding same were in executive session I don't see how you can say they were voted out because of their individual positions which weren't know to many voters.

The wind turbine is an 'albatross' and a curse on the taxpayers of Portsmouth. The turbine is poorly sited next to the highway and the water tank per the expert report.

The Daily Newspaper has taken a poll and well over 50 percent say pay off the 2 million dollar bond and take the turbine down !

This was a mistake from day one ! You have to read the bottom line of page 19 in the wind turbine report . The wind turbine will operate at negative 500 thousand dollars a year for ten years ! That equals a loss of 5 million over ten years !

Why doesn't anyone get the formula ? The turbine is a financial fiasco !

Bill, the people just don't get the math. Our educational system is 18th overall in the world. Pretty poor and the teachers want more money and benefits. Let's stop the bleeding. Sell the turbine to the highest bidder, make them take out a hefty insurance plan on their dime and forget it. Wind doesn't work without a heavy subsidy from the government. It's like Solyendra. It's all make believe. And the Taxpayers will foot the bill. Do you think National Grid will? Not a chance. they will just charge us all a renewable energy tax and tack it on everyone's bill.

What is next? Bottom line WTG not economically competitive Vs all other sources of electrical generation. Yes, even factoring in subsidies on all for a fair and balanced evaluation. We are already getting plundered in our electrical bills for several other social engineering wealth redistribution agendas and now the cult of true believers so called nonrenewable green energy agenda. European socialism has already traveled this mindless rout and contributed to their rapidly failed economies. I for one do not wish to join them. OBTW the debunked so called global warming e.g. misrepresented natural global climate cycle served as a counterfeit scare tactic reinforced by corrupted science & has been formally rejected by critically thinkikng people. We must get on with an upgrade of the Aquidneck Island three communities and the USN installations electrical utilities bringing it into the 21 century. The significant candidate is natural gas fueling gas turbines connected to conventional electric generators. Similar to the 585 mega watt Johnston RI facilities. Clearly new and enlarged natural gas transmission lines to RI are required. This is real achievable and reliable technology that delivers a much lower cost product. OBTW we have the in place public utilities and companion RI PUC that is a reliable design, implementation and operations agent. No need to return to 19th and early 20 rth century off grid solutions.

The maintenance plan on the turbine is over 33 thousand a year. The insurance company wants over 75 thousand a year as a premium on the gear box alone after the two year warranty.

Also if you watched the meeting they are talking about low bidders, sharpening pencils, getting a gear box cheaper somewhere else, issuing RFPs to try and get the price down. When it came to financial issues during the meeting it always came down to doing things as cheap as possible .

Going the cheapest route in the past buying a wind turbine at basement bottom prices didn't work out . Now comes the same line of thought as before buying replacement parts at bottom line prices and going with the private contractor that offers the bottom line price .

This is the AAER turbine all over again ! If you go cheap -you get what you pay for !

Wind turbine is like a bad marriage for the taxpayers of Portsmouth. The town is stuck with a broken down turbine. Now comes the marriage councilors (wind turbine contractors, wind turbine attorney ,RFPs and wind turbine experts.)

The result of the meetings is the marriage will go on for years. The town will continue making bond payments on the wind turbine as promised. Now the contractors are involved for the next 17 years !

Within a few years the town will face legal challenges with bankrupt wind contractors again just like the first time. What happens when the new wind contractors' breach of contract is massive, immediate and irreparable ?

Turbine Update: Yesterday and today, likely a result of the oncoming storm, the turbine seems to be in ACTIVE Mode. This means the turbine is responding to changing wind direction as it was designed to do. This does NOT mean the turbine will spin.....it means the turbine will continue to PAN around to FACE into the wind which is necessary to prevent damage to the blades in high winds.

Normally, with wind speeds of over about 45 MPH, the turbine blades would feather the and the spinning would STOP.... but the turbine would continue to face into the wind.

The broken gearbox has nothing to do with this action. If the NGrid power is lost, the batterys will take over this function until they run down.

Wait Bill,
You mean you don't know everything? If you had been at the meeting you would know that Princeton found out (after the teardown inspection) that the wrong main bearing was installed. Our gearbox and theirs were both of the 1290 A120 series, as opposed to the A118 which had a design flaw in the housing. While it is possible we are on the same situation, only a complete teardown of the gearbox will prove this.

It is being investigated. It should also be pointed out that all three of the A120's that failed were made about the same time and as it was an incorrect part, this would disprove your suggestion that the gearbox was flawed.

The Turbine continues to be in "ACTIVE" mode. It's coming around IN to the wind as designed....Even though inactive otherwise. This is required to protect the Blades from wind broadside to the blades when they are presented " FLAT".

This Turbine IS DEAD. Let's move on. Maybe a Vestas on top of OUR tower.... Private/Public proposals that have been recieved by the town so far still show that the town will still Lose $300,000 every year for the next 10 years. What's the point of that...??

Yes, it does. and if you bothered to pay attention at the meeting, you would know that these two bids were the STARTING point for negotiations. Both of the bid significatly under valued the CREB's because they did not know what we were getting. Hence, the reason for the town to send out a new RFP, while still talking with these two.

You will also note that the bid you are speaking of was to put up a WTG twice the size of ours. It was also pointed out at the meeting that this proposal was the LEAST likely.

The bids, as stated in both by the bidders, were a work in progress.

John , You are right ! I just don't get it ? At the meeting about 75 minutes into the video Don Roberts tells a story about another wind turbine at Otis Air Base on Cape Cod that is having a gear box failure.The gear box failures are Princeton,Massachusetts ,Otis Air Force Base ,Massachusetts and Portsmouth,Rhode Island all have gear box failures at three years old and built around 2008-2009 . How do you have all these failures by the same company ?

The gear boxes all look to be made by the same company. From what I understand there are other ongoing problems with other gear boxes around the country by the same manufacturer.

The automobile industry very often calls back cars for repairs after the warranty. These gear boxes are much more expensive than a car .Why isn't any state or federal agency looking into these failures.

In the next year or so the gear box failure rate will increase to a point where communities who bought wind turbines start demanding their money back from the sub contractors who supplied these parts? Only time will tell !

Bill, I was at the meeting.
I actually had the opportunity to speak with Mr. Roberts after the meeting as well.

The current theory is that all the 1290 series made at that time had the wrong main bearings installed. This is only related to the JaKe 1290's.

Here is how I look at it . It is becoming self evident that not all the options are being considered for the turbine. Why only pick one option ? Why not pick two or three options ? Make a demand of the gear box manufacturer,look into the legal avenue and decide about the public -private deal at the same time.

Selecting only one option looks like a Dog and Pony Show.

The town should look into legal remedies to replace the gear box. A demand should be made of the gear box manufacturer to look into the failure of the gear box just like they did in Princeton ,Massachusetts.

Why wouldn't the town demand the manufacturer look at the gear box in Germany ?

If a wrong size gear part was used the town should get a brand new upgraded gear box,crane costs and paid the loss of revenue for the faulty gear box. I understand the model numbers but this company has multiple failures of all types of gear boxes.

Why should taxpayers suffer a significant economic loss?

I know it is in your character, but just this once, try to not be myoptic.

Yes, the town is pursuing other courses of action.
But the first step is to take the gearbox down and do a post-mortem on it.

You might want to look at the Princeton case a little closer. JaKe only paid for the gearbox, not installation costs. Same deal worked out at Otis AFB.

I agree ! Perform a forensic teardown of the failed gearbox. Contact JaKe and get the location world wide of all the 1290 series gear boxes .

The National Renewable Energy Laboratory (NREL), a federal agency should quickly research how many failures have occurred since 2008. How many more in the next year ?

The design lifetime of the PPSC 1290-A120 gearbox manufactured by Jahnel Kestermann (JaKe) of Germany is twenty years.

The gearbox manufacturer out of the goodness of their heart has offered two replacement gearboxes for the significantly discounted price of two for one ?

At what point does the town look into class action litigation ? How many cities, towns and contractors in the United States constitute a large group of people who have been injured by a gear box company ?

Lets scrap it and move on. This thing is a symbol of our oun vanity and "we know whats right" to everyone who drives by it. The whole state knows how foolish it was for a small town like ours to buy such a mistake, I don't see anybody else doing the same. Everybody likes to watch a train wreck, this time it is us.

Over 40,000 cars drive by the turbine everyday !

One gear box company has had over 600 gear box failures. They almost went bankrupt ! Just like the people they sold them to!

When a gearbox failure happens, a forensic analysis of the failed components is done by the National Renewable Energy Laboratory (NREL).

The NREL has data base of the gear box failures .The problem is the public has No access to the data base . The data base should allow us to understand the failure mode and the root cause behind all these gear box failures.

Municipalities across the country should have access to the gear box data base. How many cities and towns in the United States bought one or two turbines in the last five years and the gear boxes failed.

What company had 600 gear box failures ? The NREL a federal agency has been keeping records of gear box failures since 2007. The wind industry was well aware of the problem when they sold Portsmouth a wind turbine and told them it would last twenty years ! The sales pitch for these turbines is a crime !

Also, I made a little mistake.
The gearbox of the Portsmouth WTG is a 1290-A120, it is a slightly re-designed version correct a stuctural housing flaw in the 1290-A118.

Why don't we hire the now unemployed NASA scientists from the space shuttle to come and re design the thing? Let's throw another 2 million dollars at it. All you Democrats why don't you donate 1/2 your salary to get the thing up and running again? GREEN ENERGY IS MORE COSTLY. WHY DON'T YOU GET THE MATH?

Mr. McMahon, The wind turbine generator was situated next to a water tower, next to a highway.This site is not appropriate due to wind shear and turbulence. Not only will it need a different gear box, we may have to MOVE the thing. Can we put it in your back yard?

The report clearly stated that the siting was not an issue. Don Roberts said this during the meeting, watch the video.
Would I put a WTG in my backyard? Yes, without reservation.

Well then, I guess it will remain an issue. Don Roberts isn't doing one..I for one, am more than satisfied by Mr. Roberts credentials...Every person in the wind industry said he was the guy to talk to, so, our Town Administrator and Acting Town Planner did.

But if you think you know more than him, good for you...I'll stick with the expert, thanks.

Don Roberts LLC is the best gear box engineer . He has worked for the National Renewable Energy Laboratory . The NREL is the only federal laboratory dedicated to commercialization and deployment of commercial wind turbines.

The NREL has a data base about gear box failures that can not be accessed by the general public .The NREL has known since well before 2005 about the magnitude of the gear boxes failures . If this information had not been hidden from the public back around 2004 Portsmouth would have never bought the turbine.

One company that the NREL looked into had over 600 gear box failures . Why hasn't the NREL made this information public ?

The report by Don Roberts on page 19 says it will cost negative $401,290 a year if the new gear box last ten years and cost negative $516,137 per year if the new gear box lasts three years. In addition a gear has been changed in most gear boxes brought to the United States since they are all built out of the country . Voltages range between 110 and 240 volts . The world uses 60 Hertz while the US uses 50 Hertz. A gear was changed in the gear box.

As I predicted back many months age that the gear box was bad ! TODAY WE KNOW A GEAR WAS CHANGED IN THE GEAR BOX TO CHANGE FROM 60 hertz to 50 hertz. A REPLACEMENT GEARBOX REQUIRES THE SAME CHANGE AGAIN !

Thanks for the correction - But you get the picture ! The gear box company should pay for a new gear box ,labor,crane and lost income . The town shouldn't have to pay anything ! This turbine with all the breakdowns it had over three years should come under the lemon law ! Why didn't the current maintenance contractor pick up the excess microns of metal in the oil ? They never did the test !

TODAY WE KNOW A GEAR WAS CHANGED IN THE GEAR BOX TO CHANGE FROM 50 hertz to 60 hertz. A REPLACEMENT GEARBOX REQUIRES THE SAME CHANGE AGAIN !

The public needs an education on the negative side of commercial megawatt wind turbines. The Portsmouth EDC and the Portsmouth Town Council who voted for the turbine only looked at the positive information on wind turbines .All other information they received was viewed as NIMBY or just a bunch of concerned citizens that didn't want to spend three million on a wind turbine .

The gear box issues have been going on since before the PEDC ! Why did they overlook the operation and maintenance and the fact you need someone 24/7 to run the turbine ?

Check out this short movie kind of looks like what's going on in Portsmouth today .Let's try to educate the public on both sides of commercial wind .It's amazing the turbine sits there today and the public just doesn't want to hear the truth ! They keep listening to the "Old Boy Network "

$760,000 to repair the wind turbine? Yes! The town is considering public-private partnership to sell half the town owned turbine and probably lease this property and other locations in town next to residential homes as they already have done.

The town voted over a two million dollar bond to buy this turbine and now they are going to give it away ?

OBVIOUSLY Bill: You are NOT concerned about Global Warming. :)

The OLD ( As of this week) Republican town council DID DO Due Diligence. I had the opportunity to read the WHOLE (unpublished ) paper File.. It was THEY that hired Don from Seattle. BTW: It was NOT FREE. It cost $6,000 for his services....and well worth it.

You ...AND I.... Now BOTH understand the Turbine must GO......BUT... the NEW Democrat Town Council will repair it. The town will SPEND about $500,000 a year to keep the turbine running.

Let's both educate the public and counteract the misleading information promulgated by the wind energy industry and local "Old Boy" town network.

There are those in town that continue to distort the facts about Wind Energy and its ramifications, environmental, social and economic affects for the Town of Portsmouth and its taxpayers.

Let's work together to provide information on industrial wind energy to enable the community and government officials to make informed decisions.

The only way to do this is bring the Portsmouth wind turbine to national attention to show the world how a small town in Rhode Island was taken advantage of with the hopes it won't ever happen again.

It should be mandatory that this short movie be shown in the public school sysytem :

The recent negative government report is spot on re Local RI USN deployment of 12 each monster 400 ft + tall WTG along the Defense Highway aka Burma Road on the West side of Aquidneck Island.
WTG electrical power cost much more even with government subsidies.. RI General Assembly concluded that this was ill advised and dangerous approach of land based WTG farms here in RI. Rather, the offshore Deep water Wind project was identified as an acceptable alternative for a so called renewable green energy project. Yes, a location off shore away from our very fragile coast line and precious Narragansett Bay. USN must join the ongoing off shore Deep water Wind Project if they are mandated to take on such a costly marginal solution. Clearly 12 each 400 ft tall monster WTG do not belong encroaching on our shore line & along all of our high density Newport, Middletown & Portsmouth West side neighborhoods.
WTG technology deployed along our RI fragile shore line is among failed relics of the past. Please see the movie "WindFall" available on netflix on the cable.
The USN would be better served in joining the three other Aquidneck Island Communities in addressing the common problem of bloated and out of control electrical utility rates. Yes, rates driven by policy missteps locally and nationally.
Today among the solutions is gas turbine generated electrical power in Johnston RI and Tiverton RI along with Summerset MA clean coal is a viable lower cost solution.

Where is the correspondence between the following individuals or companies and the Portsmouth EDC ? The PEDC lists thanks to the following all of whom helped the PEDC with the wind turbine study. The officials in Portsmouth say you can find everything on the PEDC website.

A single Furhlander 1.5 MW wind turbine was built at Otis Air Force Base ,Cape Cod ,Massachusetts on December 15, 2009.The turbine has the same kind of gear box as the AAER 1.5 Megawatt turbine built in Portsmouth. Guess what ? They are finding metal in the oil of the gear box and a bearing is going bad.

Just like the Town of Portsmouth the Otis AFB people are saying its not a problem. This sounds just like Portsmouth back in January of 2102!

Here is a quote from the Otis Air Base which renamed itself Oct 1 : Air Force Civil Engineer Center (AFCEC)

"Regarding the FL-1577 gearbox, it HAS NOT failed. We noticed some metal flakes in the gearbox oil this past January and had a borescope inspection done. The inspection showed pitting of the gear teeth caused by pressing the metal flakes between the teeth. The problem component in the gearbox appears to be a bearing. Based on Fuhrlaender's recommendation, we are continuing to run the wind turbine while we work on procuring a new gearbox that has a different/better bearing"

I think they need to look what happened in Portsmouth,RI and Princeton ,Massachusetts
