The legislation drafted by the East Bay Energy Consortium (EBEC) has been revised to meet the most commonly expressed public concerns about the regional group by making it a subsidiary of the state's Economic Development Corporation (RIEDC).  While this is not the best time for establishing a connection to RIEDC, currently under fire for mis-managing the Studio 38 project, the new legislation would allow EBEC to move forward with its plans to examine a renewable energy site in Tiverton that would benefit all EBEC members.

A Legislation FAQ has been promulgated by the organization that explains the revised legislation. This document is available as a pdf here. In summary, it states that:

1. EBEC will not be granted powers of eminent domain

2. The State or RI, RIEDC and RI cities and towns will have no liability if a project should fail.

3. Member cities and towns can withdraw from EBEC by municipal ordnance at any time

Please take the time to read the second edition of the EBEC legislation, also attached here as a pdf. While facts will not convince the nay-sayers about the potential value of EBEC - most of whom seem to have a strong aversion and distrust of government as a whole - this organization and its first project could bring much needed revenues to our towns at a time when they are desperately needed.
