Can the Town of Portsmouth go into commercial wind turbine business with private contractors today?
The Town of Portsmouth has a multimillion Clean Renewable Energy Bond with a one percent management fee and a $400,000 state RIREF loan at 2%.Many many years remain unpaid on both bond payments and loan payments on the wind turbine . How much are those payments and when do they end ?
In the event Portsmouth goes into partnership with private wind turbine companies will the town have to create ordinances to regulate wind turbine installations by private contractors ? One example would be the question of liability of the wind turbine and the town water tank. Who would be responsible for damage to the water tank from the wind turbine in a joint venture ?
January 13,2009 the State of Rhode Island has setback requirements. Would a new turbine built in the same location as the high school turbine fall under the new state rules ?
Does the town Charter allow joint business ventures?

I'm writing to address the weed problem at the corner of Sprague St and East Main - it's almost impossible to see oncoming traffic as the weeds have overgrown the sidewalk and block the way. You have to nearly pull out into the SB lane to see around them, clearly a hazard! Thanks....

Are there any plans to fix Middle Rd. between School House and Union St. The road is very hazardous. It may be a state road for some reason, not sure?

That section of Middle Rd. is state owned and it will be a long time before this state will be fixing anything on this side of the bay except raising our taxes and tolls to pay for the rest of the state. And they wonder why so many people are leaving Rhode Island for better places to live.
