RITBA Says Tolls Are Coming to Sakonnet River Bridge
The Rhode Island Turnpike and Bridge Authority announced Friday they will not increase tolls on Pell Bridge, but will collect tolls on new Sakonnet River Bridge.

Rhode Island Turnpike and Bridge Authority (RITBA) will not increase tolls on the Newport Pell Bridge on July 1.
In February, the board had voted to raise revenue needed to fund bridge maintenance by moderately increasing the cash and E-ZPass rates unless a separate new toll was approved by state lawmakers.
On June 8 and 11, the R.I. House and R.I. Senate, respectively, passed the FY13 budget; and today, the governor signed it. Contained within is the institution of tolling on the newly built Sakonnet River Bridge.
Ownership of the Sakonnet Bridge will be transferred from the Rhode Island Department of Transportation to RITBA, who will manage the tolling, maintenance and operations.
The Jamestown Bridge will also become RITBA’s property and will remain toll-free.
“As a result of the budget being signed into law today, RITBA will hold the price of the toll to current rates,” said David A. Darlington, chairman. “We made that promise in our February vote, which was taken after a months-long period of public scrutiny of our financial and long-range bridge maintenance plans.
"We thank Governor Chafee, the leaders of the General Assembly, and the membership for entrusting the maintenance of the four bridges – all vital transportation structures – to the care and keeping of RITBA. We pledge to continue RITBA’s tradition of excellent maintenance to ensure that the bridges are safe.”
Darlington stated that the toll collection system on the Sakonnet River Bridge will be similar to the new open road tolling (ORT) system about to make its debut on the Newport Pell Bridge.
Later this month, drivers with E-ZPass transponders can use the new E-ZPass-only lanes and drive through the toll plaza without stopping. For the Sakonnet River Bridge, an all-electronic toll collection system is being contemplated.
Cameras mounted on the toll plaza will take photos of license plates, and motorists who today pay by cash would instead receive invoices in the mail for their outstanding tolls.
“Open road tolling on the Newport Pell Bridge will help reduce waiting times in the cash lanes and is faster and more convenient overall,” said Darlington. “Through a public-private partnership, RITBA is providing an improved toll collection system as requested by the public.”
RITBA does not receive state or federal monies. All maintenance on the Newport Pell and Mount Hope Bridges is funded by toll revenue. After two years of public discussion and formal study, the board voted on September 8, 2009 to increase tolls for the first time in the 43-year history of the Newport Pell Bridge.
Editor's note: The RITBA did not state any amount of toll within the release. The amount is unknown at this time.

This is a smart move, we need to maintain the bridges. Also, is it really going to decrease tourism, business on the island, business off the island? I don't think so, it's like when gas prices go up prior to a holiday, due people really not drive because gas prices went up?

East side of course folks drove when gas prices went up, they just stayed closer to home, say by driving to places like NEWPORT, well now that going to Newport is going to cost $8.00 dollars to get there, plus the gas, i guess maybe they will stay alot closer to home

Didn't we already pay for this bridge? Also ,let's let this one go to hell by not taking care of(like sweeping up the salt & sand and neglecting it also) Let's ruin the economy on the Island, make young people who can't afford a decent car & gas as it is,pay more to go to their minimum wage jobs(and US too!) After all,we just complain about everything,don't we? Just be quite and pay up(,big & little government gone straight to hell in a hand-basket )and taking us all down with them. I TRULY believe they are all out of touch with reality it's just not looking good folks!

We must reward those in The RI General Assembly that facilitated and voted for this outrageous plunder of the tax payer. Yes, raided the state and Federal Road Taxes and Federal Highway funds previously accepted. Re designated the funds and spent it on pseudo socialism. Now transfer the peoples assets to a Quasi public private corp and the plunder is increased. Thanks for looking out for us Lou DiPalma of Middletown.

Why does Aquidneck Island residents have to pay for all the bridges in the State? Why not tax the bridge in Providence and the Jamestown bridge. This is so very unfair.

Life is full of choices, You chose to live there, you know the RI government is corupt..deal with it or pay a one way toll on your way to some place new that is more people and tax payer friendly. Or stay and pay all your rising bills and sky rocketing taxes and be poor in a few years and never afford to go out to eat or take a vacation or have a new car, because you know they have all those benefits at the state house. They like keeping the blue collar workers of RI under their thumb. Good Luck if you choose to stay!

We the people in Aquidneck Island need to figure out a way to stop this toll, This will effect us on the island in all aspects, What about the people who work off the island, We will be paying for not only these bridges but the rest of the state. Also has anyone seen the building at the base of the bridge Why so big, Also they put up copper Flashing $$$$$$$ We have to take a stand!!!!! Lets have a meeting to figure out a way

Placing a toll on two-and probably soon enough the third - only access routes on and off this island by auto is ABSURD! Why do I pay my taxes, sales tax, state income tax,state and municpal auto taxes for? What about the the fines per day that construction of the bridge beyond the completion date ?t Are they being paid-they are aren't they? Put a toll on the Washington Bridge in Providence! Maintain the highways and bridges-that's the states job and why we do pay taxes.

RIBTA CANNOT put a toll n the Washington Street Bridge - nor can they on any Interstate without approval from the Federal Government. The State applied for a waiver and was rejected. You can make that statement 1,000,000 times and the answer is the same - the CANNOT do it.

Robert Rhode island can't pass a law allowing the use of medical marijuana because the federal government says so but they did. Let the state go ahead and toll the Washington bridge what are they going to do. It is about time the states stand up to the federal government, If they are not going to help us we need to help ourselves.

You forgot to mention the outrageous tax we pay now to BUY town trash bags at $10 for ten tiny 13 gallon ones! Since gas prices have risen over 3 dollars I RARELY go anywhere far or that I don't have to go. I have alot of Doctors on the island, I'm not about to pay $8 each time I see them PLUS gas. So, it's been nice, but I won't be travelling to Newport, or Middletown, once the toll goes up. It's going to turn into a ghost town. People making minimum wage aren't going to commute & pay $8 extra. Who on EARTH would think that's a FAIR toll? I used to have to travel 2x a day that would be $16 a DAY! when is this going to stop????

The only taxes RI uses for the road come from the gas tax. Unlike other states all the other taxes you talk about fund other items. Which we on the island don't get nearly what we paid back, hence why our property taxes are so high. Fact is if the islands plus tiverton and little compton seceded from RI we would be better of our taxes wouldn't be going to pay for failing schools in providence, warwick, cranston, central falls, and the list goes on. every penny we payed in taxes would be spent here. However we would still need tolls on those two bridges, the four bridges that will be maintained are just to expensive to pay for from the gas tax.

Big deal Mark D. every penny raised will be spent here? Most of the money raised will be from folks who live here. seceed to Ma. good idea you can't get to the capr without crossing a FREE bridge. Any toll placed on 24 will hurt Newport county more than it will gain In the form of draining tourist dollars and local dollars, it will take income away from workers coming and going, To say this won't happen is to be in denial, All i heard is it will keep the BRIDGE"S (newport, Jamestown. Mt Hope, sakonnet" in good repair also the money will be used for road repairs in Newport county, Fish rd is a mess now and the state wants to dump all that traffic on it. Sorry but Newport county is being raped by a short sighted plan to rake in tourist dollars at a large cost to local tax payers
Folks in Jamestown have access to major highways without paying a toll, no one on the island will have toll free axcess to a major highway unless they go thru bristol, and that is not a realalistic opsion (call the spelling police)

How can this even be legal to have 1 county paying for all the tolls in this state? Between students from Little Compton & Tiverton, people who live off Aquidneck Island & work here or others who live here & work off the island, gas prices higher here, food prices higher here, and everything else in between = higher taxes. I can not believe there is even enough space for a toll on the new bridge. Also, when the idea for this new bridge came about, the higher ups thought they could remove the last exit off Aqudnick, but it is an evacuation route which can NOT be removed incase of a little thing called a hurrican!! I just hope I can leave if we get 1!! I say the state needs to reimburse us through our state tax every year or let residence use it for free. I can not see this new bridge costing more that 5 cents if they put a toll on it when the Newport Bridge is 85 cents for 2 miles! Is this truly going to be worth putting in all the electronics, paying people to send bills in the mail, the paper, the stamp, & everything involved to maintain it? I want an itemized breakdown in my mailbox of this whole thing with ALL expenses before this truly moves forward!!! At the very least, as a tax payer, I should be getting this.

FYI the toll will be for the bridge the paying people to send bills in the mail, the paper, the stamp will be paid for by the service fee they are going to tack on for people who don't have EZ Pass and need to be billed. So the toll will be $4.00 + service fee ($5.00?)= $9.00 toll

I believe the service fee state would be $1 to $1.50 not $5. Fact is most people who don't use the bridge but once a year won't pay.

As soon as they start collecting tolls on Aquidneck Island Residents. Class action litiagation, should be filed immediately. We will be able to show that we've been unfairly targeted with higher tax rates, than other Rhode island communities. The toll is a tax on local residents... Many other bridges in this state, but we the people of Newport County are a class of people being discriminated against.

I hope all the people on the Island and off stay involved . The next session of the Legislature is right around the corner. Till then send Emails to the Legislators who voted in favor of this. Keeping the pressure on them is important and will let them know we are coming to see them. It's Time To Revolt !

This is going to be a long fight i'm afraid, what we must do is stop any movement of tolls going forward, let them plan all they want, but not one pinch of earth should be turned over till ever economic and legal study has been done, I see an end run coming on here boys n girls and we must watch closely, and anyone on here who Mitigates for a lower toll is not my friend

I live in MA and have worked on the Island for 10 years... I am truly outraged that they will be tolling the new bridge.. It will cost both my husband and I quite a bit I money to get to and from work, I also have to pay more in taxes because I work out of state and gas prices don't help... I don't know how they expect people to continue living this was with the economy in the state it's in. I am strongly considering working in a different site due to this toll...

Now onto the toll. Without a doubt, Newport County has been and is being discriminated against by being overly taxed and expected to pay the highest living costs in the state of RI. Where are the lawyers of Aquidneck Island? As I understand the Governor will be visiting Portsmouth Town Hall Thursday Aug 23 at 8:30 AM. Before he arrives tomorrow, I thought you may want to know what I found. I am not a lawyer, so what I see may be inadequate, but none-the-less interesting.

According to the Interstate Highway System Route 24 is part of the interstate infrastructure and is considered a “freeway”. Now according to the federal government's Manual on Uniform Traffic Control Devices a “freeway” is a divided highway with full control of access and is "free-flowing". It also states “The advantage of grade-separated interchanges is that freeway drivers can almost always maintain their speed at junctions since they do not need to yield to vehicles crossing perpendicular to mainline traffic.” (http://mutcd.fhwa.dot.gov) The other interesting fact is that Newport County already has 2 tolls, 1 going off & 1 going onto the Newport Pell Bridge. Under “Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users Sec. 1604. Tolling” it stated that a state can not have more than 3 tolls. Although I think this information was for states who share in the cost of maintaining tolls. Like I said before, I am not a lawyer so I may be seeing this information in the wrong context, but I did find it interesting.

I'm not a lawyer either, but the proposal we've heard is that the toll would be a rolling toll, no obstructions, just sensors and cameras - people just drive on thru like you would when you enter the NJ Turnpike.
I don't think the Free in Freeway is to be defined as No-Charge.
Interesting what you say about the 3 tolls though. There must be a way around that as NY has way more than 3 tolls.
