Portsmouth's Top Tax Delinquents of 2011

Who owes the most in property tax dollars to the town?

 

One Pennsylvania-based company owes the town of Portsmouth more than $1.9 million in property taxes and some town leaders are questioning when the bill will be paid. 

As of Wednesday, Carnegie Tower Development Co. Inc. of King of Prussia, PA, owes the town of Portsmouth a total of $1,923,133.90 in late property taxes. The amount owed includes taxes for several property holdings, as well as interest. 

Phone calls and messages left with Carnegie Tower Development Co. have not been returned to date. 

Portsmouth Town Finance Director David Faucher previously said he expects a payment to be made, but does not know when. 

At least two other companies tied to Carnegie Abbey are behind in payments as well.

Great. Over two million dollars owed the town. And they also have another big development in the works on the west side. We were told this developer was going to be a benefit to the taxpayers. It appears to be the opposite.

Zoning and planning boards? They're the people that keep letting these developments in. Under the guise of increasing the tax base. So how is that turning out? They need to be replaced. Plus, it was in the paper a while ago that Carnegie is trying to restrict the parking for the right of way at Willow Lane. Why we keep letting rich people control this town is beyond me.

As I understand things, Carnegie Abbey Club pays it's taxes and is up to date. I do not believe the club has anything to do with the development projects at the tower or the new development on the west side. It does appear that the tower project is in trouble and hopefully they will pay the town soon. Before anyone judges these developers too harshly, and at times they probably deserve criticism, i think we should look at how much tax revenue was being generated from the properties prior to the developers buying of the property. The Carnegie developer has created homesites and marina slips that pay large tax bills to the town. That is good for the town. The tower project may prove to be a mistake the town is likely still better off now financially than before the developer arrived.

Foreclose on the golf club? Letting "rich" people control the town. You folks really need to think about what you are saying. Many of these "rich" people spend just the summer in Portsmouth and do not vote but pay property tax bills that are over $45k per year for their home. They were brought here by Carnegie, they have chosen to summer here and as taxpayers we should be happy they do. As for taking over the golf club, the land is owned by Portsmouth Abbey and they are up to date on payments. It is alarming at the level of ignorance and foresight that exists in this town. If you want the " rich folks" out of here, keep up the attitude and then you can replace the tax payments they make when the leave. I for one am grateful theses fine people have chosen to summer in Portsmouth and want to welcome them to bring more friends to do the same. They will get a smile from me and a thank you for supporting our tax base.

How exactly is someone supporting the tax base by owing over 2 million in back taxes? Sounds to me like they are going broke and will be gone soon anyway.

Before all these house's were built (Carnegie Abby) we didn't have all this tax revenue coming in. Now that we do, what is being done with all this money now and when we get paid all the back taxes? Like above most of the owners are here three to four months out of the year and are paying there taxes. But the town still complains we are in the red. We were there before all these taxes were coming in and are still in the red, WHY?

Because increased houseing means increased demands on town services. What we need is more industry not more housing. The other problem is a lot of these high end houses are not selling. If the rich come here to spend money do we let them off the hook on taxes I spend my money here and still have to pay taxes.

The residences that have been built, sold and are occupied are paying taxes. The tower is the issue. But there are over 25 homes paying in excess of $45k per year. Shill your point is well taken on industry needs in town, but the homes at Carnegie use very little town services and of course the most expensive line item is children in schools. I do not believe one child attends school in Portsmouth but the town receives millions in tax revenue. Thus, this kind of residential development is exactly what the tax base needs. The tower certainly could use some buyers.

While I will not dispute the tax revenues from these properties, I will say that they are still not in the town's long term interest. The property used to build them was formerly commercial/industrial. By allowing this residential shift, the town has removed a huge portion of our growth potential. More Commercail/Industrial would bring jobs. And there is no way ANY residential property generates as much positive tax revenue as Business.
Am I really supposed to believe that these 25 property owners generate more revenue for the town than several businesses would? Or God forbid, maybe a big box store like Target?

J.lane, yes I think the homes that are built and paying taxes do provide much more tax revenue than a business would. Think about it, some homes only occupy a Half acre and yet pay $45k plus to the town without using much in services. This was industrial wasteland before. Lastly, bringing jobs to Portsmouth does nothing to directly fill the town tax coffers. The town gets the bulk of it's revenue from property taxes. It does not capture any tax revenue from payroll or employment taxes. If a business occupied the same half acre that these homes do the town would not be paid anywhere close to the $45k plus tax revenue that it is getting now. Please prove me wrong, find on the tax roll one business in town that pays a tax bill like that and sits on less than an acre of land. Again, thank you to theses people who have built these beautiful homes, do not use much in town services, employ our local tradesmen and help support a club that employs numerous Portsmouth residents.

More Commercail/Industrial would bring jobs... We would have to allow them in first and that will probally NEVER happen. It has been brought up and nothing brings us together faster than fighting a big business. So, really, our choices are empty lots or beautiful houses...

The jobs created building these homes and maintaining them has been a boom to the area.The influx of consumers in local stores and shops has helped the economy. No large manufacturing facility would want to locate there. The same people complain about every thing. These people came to Portsmouth because it is a small NE. town with a lot happening. I welcome them.

Freddie, There is no need to attck people. The irony is you bring up another great addition to our town. The Clements have built a fabulous market, are an employer, contribute positively to our town and they pay over $65k per year in property taxes on the 8 acres of land they occupy. They with the Carnegie residents are wonderful members of our community and huge supporters of our tax base. They make our tax rates lower than they otherwise would be and they increase the intellectual collateral we have in town for at least 3 months each year.

Carnegie does not support our town. If they did why are they behind in taxes? They have very deep pockets and other investers who are shelling out money for the new build in the works for off burma road. I was walking my dog down there and 2 Cars with investors told me to not to get used to having access to the area that it will be private property soon. This has happen to others also who have been fishing down there and the same guy flipped out. And our tax rate used to be 10% increased 3.74 percent last year.
Word is the also want there boat ramp to become private....

Ok Thomas, so by the Carnegie residents and club paying approx. $ 1.5m in current and onetime tax payments to the town you would rather they don't? Are you suggesting they made the tax rate go up? Carnegie is a huge success for the towns tax base. again, the tower is the current problem and it is in trouble. The club and the residences built around it are paying huge tax bills that benefit us all. But you want a free place to fish and have unlimited water access and you want lower tax bills as well? Nobody is suggesting that people who pay $1,500 of property taxes each year aren't paying their fair share, so stop pointing the finger at the people carrying the largest tax burden, unless you are able to cough up the funds yourself.

If they cant afford it why build it ? I wish my taxes where 1500.00 a year. How is the Carnegie a huge success when they owe 1.9 million in back taxes. We are not talking about a small debt here. And once again the middle class like you say will suffer and have to make up the loss and pay for the funds. Is your last name Oneil by chance ?

Rich people run and own everything. In this country you have as much "freedom" as you can buy. The rich make the rules for the minions and we are all here to serve them. We should all just keep our mouths shut and let them do what they want. After all... the rich are so much better than us "regular people"! They shouldn't ever have to pay taxes... that's what the working poor and middle class is for.

MP and Shill, last I checked two recents presidents and many very successful people grew up with little financial means. They become successful in this great country. They had positive attitudes and likely were not jealous of others accomplishments. Maybe both of you should consider moving to that place on the planet that gives everyone a good job, nice house, bountiful food, boats, bikes, and ATV's. After all everyone deserves that, even negative, hateful, unproductive ignorant people, right?
