Police Log: Sex Offender Allegedly Fails to Update Address

The following is based on reports from the Portsmouth Police Department. An arrest does not indicate a conviction.

 

Portsmouth police made the following arrests in the past few days. 

Sex offender allegedly fails to update address 

Neal Rancourt, with a last known address on Cedar Avenue, Portsmouth, was arrested on Oct. 17 at 6:30 p.m. for allegedly failing to notify police of a new address.

Rancourt, a convicted sex offender, is required by law to notify police of any change of address. 

He previously lived on Cedar Avenue, but was instructed to move by the Department of Children, Youth and Families (DCYF). He allegedly failed to notify police of his move. 

PHS students arrested for alleged marijuana possession 

Devvon Millington, 19, of Middletown, a student at Portsmouth High School, was arrested at the high school on Oct. 17 at 1 p.m. 

Police were called to the school for an alleged narcotics violation. Millington was charged with possession of marijuana. 

He was later released with a court summons. 

Police were also called to the school more than an hour earlier for a narcotics violation. 

At 11:45 a.m., police arrested a 15-year-old Tiverton resident, also a student at Portsmouth High School, and charged him with possessing marijuana.

I would expect you younger folks would know how to look that information up. As an old man who can look that up in my hood you should certainly not need to ask about your neighborhood. It sounds to me as if you guyz don't have a clue about any others in your area.

Why are my tax dollars going to educate kid that do not live in town. I think Patch needs to look into this and find out how many other out of town kids except Little Compton who pay the town attend Portsmouth schools?

People , park outside the schools sometime and watch the cars with Mass. plates drop off and pick up kids, something should be done, the cost per student/ per year is not cheap !

PHS has a program that services students throughout the region with certain needs, so my guess is this is why a Middletown resident is attending. There is a program like this in Middletown to service students from the region with these needs at the elementary level and one in Tiverton for middle school age students so each town shares in it.
