Police Log: Romeo's Rope Act Leads to Arrest

Portsmouth police made the following arrests this week. 

Romantic rope leads to arrest instead of window

One Portsmouth man might want to rethink his romantic gestures in the future.

Michael Garcia, 22, of 130 Cottage Ave., Portsmouth, was arrested Sunday, Oct. 14, after police spotted him walking down a street at 12:30 a.m. — with a rope wrapped around his body. 

The rope raised suspicions from police, who stopped Garcia. When asked about the rope, Garcia said he uses it to climb into his girlfriend's window, according to police reports.

Garcia told police his girlfriend believed it was "romantic" for him to climb in the window instead of use the door. 

A check revealed, however, Garcia was wanted on a Second District Court bench warrant for failing to appear at an arraignment.

He was arrested and transferred to the Adult Correctional Institutions (ACI). 

Sex offender allegedly fails to update address 

Bishop Lombard, 19, of Newport, was arrested on Oct. 11 for allegedly failing to notify police about his move. 

Lombard was previously living in the Sprague Street area, but recently moved to Newport. He allegedly didn't notify police about his change of address, which is required under law for convicted sex offenders. 

Middletown police arrested Lombard at his place of employment. He was arraigned in court the following day. 

Fall River man allegedly assaults woman 

William Lajoie, 51, of Fall River, was arrested on Oct. 11 at 7:30 p.m. on charges he allegedly assaulted a Portsmouth woman. 

The arrest stemmed from an incident that occurred on Oct. 3 at 1:30 a.m. Lajoie allegedly got into an argument with a 30-year-old Portsmouth woman outside a First Street residence. 

During the argument, Lajoie allegedly pushed her to the ground and held a sharp object to her neck while threatening her. The unknown object caused several lacerations on the victim's neck. 

Lajoie fled the area, but police issued a warrant for his arrest. He was arrested as a "fugitive from justice" in Massachusetts. Portsmouth police later picked him up at the Dartmouth House of Corrections. 

Student allegedly brought marijuana into dorm room

Kaitlyn Feraco, 19, of Oxford, MA, was arrested on Oct. 13 at 7:30 p.m. after police were called to the Roger Williams University dorms. 

Police were called to investigate a report of narcotics violation. Officials allegedly found a small amount of marijuana and drug paraphernalia in Feraco's dorm room. 

Feraco later responded to the police station. She was released with a court summons after being charged with marijuana possession.
